 It isn't clear what you mean.

 Is this on Windows? Do you mean that the Start Menu shortcut isn't
 present?
 There was a bug in the 2.3.1 installer which made the the checkbox for the
 Start Menu shortcut not selected by default (but if you do check it, the
 shortcut will be made).
