 I can confirm this problem. Changing status from available to invisible in
 ICQ doesn't work consistently. Sometimes it works, most times it doesn't.

 When you put yourself invisible and you and _really_ invisible, an icon is
 displayed by each of your contacts to show that they're blocked and cannot
 see you (except for those contacts in your visible list, who can still see
 you). However, now when I put myself invisible those icons are not
 displayed most of the times, and indeed people can see me as "invisible"
 even without being in my visible list.

 It's easy to reproduce and test. On an ICQ account, just change status
 between available and invisible and see if the "blocked" icon appears by
 your ICQ contacts when you're invisible and disappears when you're
 available.

 Also, I would give a higher priority to this bug, since it's related to
 privacy and many users might be affected and not knowing about it (they
 won't know unless a contact actually "confesses" to them that they can see
 them as "invisible").
