 Okay, I'm going to take responsibility for this; I have a UPnP router and
 am happy to work with '''rgovostes''' to affect a solution and get it
 committed.

 Ryan, I don't think a 30 second timeout is correct for every usage of the
 url_fetch subsystem.  I think this be implemented at the UPnP level,
 instead.  Which call to `purple_util_fetch_url_request()` initiates the
 request which stalls so long for you?  Could you make the changes and
 attach a diff to this ticket with them?
