Comment:

 If you have it set to "When both away and idle", then you actually need to
 be both idle and away for it to get triggered.

 If you can't ever be idle, then it certainly wont Auto-reply.

 It sounds to me like it is working correctly.  Perhaps it shouldn't allow
 you to set it up like this, but I don't thinkg that it is malfunctioning.
