 Hmm... I thought it had been like this since 2.0.0 or something.

 Could be yes. I've had it for ages at least and always thought it to be a
 bug that would be fixed in a matter of time. For myself at least, I would
 like it to be per-buddy again (customizable option maybe?) so I could
 actually see who messaged me instead of having to double-click my taskbar
 icon.
