Comment:

 I added notice support to the IRC plugin for 2.4.0 (and Ethan subsequently
 fixed a mistake I made in that support).  You '''should''' be able to call
 the perl equivalent of purple_cmd_do_command and feed it the appropriate
 command line to send a notice. Also, #3505, which slavik points out has
 implemented the send_raw stuff for the perl API, has been fixed
 (accepted), allowing the use of the send_raw function.

 As such, I think it's a fair assessment to declare this ticket fixed.
