 The magic combination that makes QIP send properly encoded UTF-8 messages
 is DC info + ICQ Server Relay capability. I assume the protocol version
 can be any number.

 I tried adding OSCAR_CAPABILITY_ICQSERVERRELAY to my patch, but Pidgin
 stopped receiving messages from QIP completely (and possibly from other
 clients, did not test) after I did so. I do not know anything about ICQ
 server relaying, but it seems not to work with Pidgin. Any ideas?
