#6448: On Windows, install GTK+ in Pidgin program directory, not Common Files

I believe it inappropriate for Pidgin to be installing a dynamically
linked / system-wide GTK+ on Windows. The point of an application
installing its own GTK+ should be that it installs it statically / per-
 application.

If people want to manage their own system-wide GTK+ then they can do that,
which is difficult to do on Windows because the different GTK+ apps
available aren't moving in step with the version of GTK+ they depend on,
but they should be allowed to do that if they wish. Having Pidgin install
 a system-wide GTK+ breaks that.

I don't believe Windows can be approached in the same manner as a Linux
 distribution with respect to GTK+.

In the last year or so it seems most of the GTK+ apps that weren't already
doing so on Windows (GIMP, Dia, I think) have chosen to install their own
per-application GTK+ rather than depend on a system-wide one. This has
made it easier installing a range of such apps (for example GIMP, Dia,
 XChat, Inkscape).
