 This is a duplicate of #5521. You might want to look here for links to the
 various places this was discussed (the upstream bug should highlight based
 on this link): https://bugs.launchpad.net/metacity/+bug/207744

 In short, however, we're asking the window manager to present it. The
 problem here is that your window manager doesn't do what you want (and
 gives you no way to configure it).
