 Hello,

 On Windows you can select the system tray using the shortcut Win-B. You
 can then navigate to the Pidgin icon using the arrow keys, and you can
 open the menu using the Menu key (on the right of the right Win key).
 However, you cannot select any menu entries (Show Buddy List, New Message,
 ...) using the keyboard - not even with Pidgin keyboard shortcuts.
 Also, you cannot close the menu using Esc (you either have to select any
 of the options - even if you change your mind and don't want to select
 any, or to click somewhere else).
 My impression is that the menu does not respond to any keyboard input.

 For accessibility, you should be able to navigate the menu using the
 keyboard (maybe using Pidgin keyboard shortcuts, at least using the arrow
 keys and Enter).

 Tested on (not tested yet on Linux, will check when I get the chance):
 Windows XP SP2, Pidgin 2.4.2 with bundled GTK.
