Comment:

 As indicated in that XEP it is historical, the plan from here on out is to
 use [http://www.xmpp.org/extensions/xep-0163.html PEP] for things like
 this instead. Which is in fact what
 [http://www.xmpp.org/extensions/xep-0048.html XEP-0048] now recommends.

 Support for XEP-0048 has been requested in a new ticket (#6353) so I'm
 going to close this as a duplicate of that (even though they technically
 are asking for different sides of this) just to keep things simple.
