 It looks like that PNG is sent on the NS after some timeout after the last
 message on the SB. I'm not sure if SB messages should count, since they're
 on a different server. These PNG's should probably be sent after the
 timeout specified by the QNG, without regard for other SB's or SOAP or
 direct connections (whenever those happen).
