 This really shouldn't be done as part of the installer (these should be
 per-user).

 You can quite easily hack together a script to create an `accounts.xml`
 file for your users that you can either run automatically for them when
 they sign on or have them run manually - I did something like this
 recently.  I'll attach the script that I wrote as an example.
