 The FAQ entry "What is a gtkrc file and where can I find it?" should
 mention that, even in Windows environments, the %HOME% variable, if set,
 supersedes the others that are mentioned. I discovered this after 30
 minutes of trial and error.

 I use Cygwin and have therefore put $HOME in the Windows environment and
 that variable is used for gtkrc placement. I expect I'm not alone.

 Also, there may be other implications of having HOME set, though I've not
 yet come across them.
