 This error message is supposed to be shown when the AIM servers tell us
 that someone tried to send you a message but you were unable to receive it
 because your warning level is too high.  It's been happening a lot more
 over the past few days, and I think it's been happening for people who
 haven't been warned, and with a remote screen name that the person doesn't
 know.  Seems like maybe a bug in the oscar servers.
