 Sending OIMs sometimes trigger a LockKeyChallenge as well as a
 RequiredAuthPolicy response which isn't handled. It gets the lockkey but
 the RequireAuthPolicy error remains so it tries to resend the OIM 5+ times
 until it gets a q0:SenderThrottleLimitExceeded error and then it stops.
 Maybe the security token needs to be updated when this happen?
