Sometimes internet is going down for several seconds. This might be caused
by ADSL changing IP numbers or someone stomping on a network cable
somewhere. May be buggy WiFi tends to disappear and reappear once a while.
Or maybe pidgin is running on GPRS cellphone, and the user just entered
into elevator or a tunnel (losing internet connectivity for several
 seconds).

In any case, it might be useful if pidgin would be able to "silently"
attempt to reconnect (probably showing "toaster" notification) to the
failed service, and alert user about unability to reconnect only after
couple of attemps *and* couple of minutes.

Of course, all contacts would becomed inavailable after the very first
 error.
