Comment:

 Marking this is a duplicate of #5145. I committed a patch for this
 yesterday. We were always trying to raise the buddy list if it was
 obscured, rather than hiding it. When an "always on top" window was above
 it, it would always be at least partially obscured and therefore never get
 hidden. The patch committed yesterday looks at focus as well in
 determining behavior. It should fix this corner case in some scenarios,
 though users with sloppy focus may still have problems.
