Comment:

 I'm going to close this out. Feel free to reopen if you experience the
 behavior again.

 When the gnome-panel is killed, the buddy list should appear and clicking
 the 'X' or close button in the title bar of the buddy list should exit
 pidgin (same as Buddies->Quit). If the gnome-panel (and notification area)
 gets restarted, then the pidgin icon should show up in the tray again and
 clicking the 'X' or close button should hide the buddy list window (if
 pidgin is configured to do so).
