 Same issue here.  I just installed 2.4.0 with the latest GTK (2.12.18).
 Plugin's enabled: History, Psychic Mode, Windows Pidgin Options.  Tried
 turning them off, and it still happens.  And by toolbar, fishpool means
 the size of the input pane where a user types messages.  Oh, and I'm
 running Vista x86, and the defalut Windows GTK theme.

 Basically, all I did was install 2.4.0, open it, open an IM window, start
 typing, and as soon as i hit backspace, the pane i was typing in became
 shorter vertically.  then i started typing again, and it grew again.  it's
 a difference of maybe 5 pixels, but it's noticeable and very annoying.
