 Pidgin 2.4.0 on Windows XP is missing the input area in conversation
 windows when Options->Show Formatting Toolbars is enabled after the window
 has been opened, see screenshot for example.

 Steps to reproduce:
 - open a conversation window, make sure not to type anything in the input
 area
 - disable Options->Show Formatting Toolbars (if enabled)
 - enable Options->Show Formatting Toolbars

 The toolbar overlaps the tiny (0 lines high plus padding) input area and
 parts of the window decoration below.

 Expected behaviour: When enabling the formatting toolbars, the input area
 should be resized to accomodate the additional height. This seems to work
 correctly if there is already text in the input area, i.e. when its height
 is greater than 0 lines.
