 I searched for this bug report and i did not find it.

 Persistent attribute for Chat rooms does not work when the name of the irc
 channel does not match the case of the channel name at the irc server.

 Example.

 1. You go to Buddies / Add Chat...

 2. Select an IRC account.

 3. Type (with lower caps) Channel: #tijuana

 4. Select a group

 5. Check Autojioin and Persistent attributes and click on Add.

 6. Now double click the channel on your buddy list. It opens. See the name
 of the channel in the tab is #TIJUANA with upper caps.

 7. Now close the Window/Tab and enter again and you'll see you were not in
 the channel while the window/tab was close.

 By the way, i am testing this on Undernet network.

 I don't remember if this bug was already in 2.3.1.
