 This bug is getting off track.  Essentially, the key problems with the
 implementation:

 1) It doesn't expand large enough for the way many of us use pidgin.

 2) The repeated re-layout of the response pane is visually jarring.

 Both are solved by allowing the user to set a constant size, which was
 what we had in 2.3.
