Comment:

 The title bar of the windows it totally out of the screen (the situation
 is shown on the picture). Thus, the window cannot be moved with the mouse.
 The system menu of the window (if it has one, I cannot see it) is also
 totally out of the window. And I don't know if this system menu has a
 keyboard shortcut for moving the window.

 But anyway, I think this is not a solution. Menus are made to give a
 second comfortable path for doing stuff using the keyboard. They can save
 the situation but only for bugging behavior.

 If you accept that a window can open with its title menu placed out of the
 screen, then you can accept that it can open with only a small corner of
 it which is visible. This mean the window can open and be not seen by the
 user.
