 I can reproduce it, but I'm not sure I'd call it a bug.  The problem is
 really that you can't toggle the expanded/collapsed state of empty groups,
 nor can you see the expanded/collapsed state of empty groups (empty groups
 ALWAYS appear to be collapsed).

 Try this:
 1. Turn on "Show empty groups"
 2. Turn on "Show offline buddies"
 2. Create a group that contains one offline buddy and make sure the group
 is expanded
 3. Turn off "Show offline buddies."  Note that it LOOKS like the group is
 collapsed, but logically it's really expanded+empty.
 4. Turn on "Show offline buddies" again.  The group expands back to how it
 was before.
