Comment (by deryni):

Currently, on protocols for which there is native slash command support
(only IRC, XMPP, and SILC at the moment) pidgin does not send unknown
slash commands through, it does however send them through on other
protocols (though I believe there is a 'bug' at the moment which causes
pidgin to throw an error message for any valid command on any protocol
even if the protocol of the conversation in question does not have that
command, which gets in the way of this a bit).

This was done to attempt to get the 'correct' behaviour for as many people
as possible in as many situations as possible without opening up more
inadvertant command sending then necessary. I have been considering adding
a second 'send message' keybinding which will never trigger a command, but
have yet to decide if I think that is worth it. (I'd also consider one
that sent unknown commands but I'm not sure that is as easily doable.)
