 The patch I just added was taken out of the first patch and put into its
 own patch because both of the other patches will need it. It sets the user
 to be mobile when they're offline and also tells libpurple they are
 "available" so they won't be hidden if "show offline users" is disabled.
 It's the part that actually fixes #1797.
