 You should be able to send messages to someone in Do Not Disturb mode,
 they just clearly don't want you to. I don't think complicating the buddy
 pounce feature with the ability to select statuses to send messages to is
 a good idea, nor do I think hard-coding 'do not send to DND' is a good
 idea. I think the real solution to this is going to be a Buddy Pounce+
 plugin which gives you the extra control you need (which is not nearly the
 cop out answer it sounds like).

 You can create pounce messages for people at any time you want,
 Tools->Buddy Pounce->Add, the offline message emulation plugin just will
 not do it for you when your buddy is online.
