 To build a plugin for pidgin on Windows you would read the FAQ entry for
 this
 http://developer.pidgin.im/wiki/Scripting%20and%20Plugins#HowdoIcompileapluginWindows(though
 I am not at all sure that building pidgin itself is necessary before you
 can compile a plugin).
