 Privacy settings are not stored in prefs.xml at all, so you don't need to
 touch it. And to test whether your blist.xml file is part of the problem
 the best thing to do would be to disable all but your ICQ account in
 pidgin, shut pidgin down, move your blist.xml file out of the way (but do
 not delete it), then start pidgin again and log in to your ICQ account and
 see if it works. If it works, you can then compare the relevant parts of
 your blist.xml files to see what the difference is and report back here.
