 The smileys from the 'emoticon pack system'/'smiley theme' are local only,
 i.e., the smiley you see at your end is not sent to user B at the other
 end. User B can use a different set of smileys, or no smileys at all.

 The custom smileys this patch/branch deals with are different. In this
 case, the smileys (i.e., the shortcuts and the image data) are sent to
 user B during a conversation, and user B will see exactly the same
 smiley/image as you. (of course, we allow ignoring custom smileys for good
 reason).

 Allowing custom smileys, in addition to the 'normal' smileys, in a 'smiley
 theme' might be worth looking into.
