Comment:

 I understand that the always on top functionality is built into the window
 manager and not pidgin, but I feel clicking on the tray icon should behave
 as expected regardless of any window manager behavior or settings.

 I just think it would be relatively common for people to use this always
 on top feature with their chat window and to have the chat window on the
 same part of the screen as the buddy list.  Also I am pretty sure that
 this didn't happen with the old version of pidgin that was included in
 gutsy. (2.2.1).
