Comment:

 I think a signal for blocked messages makes sense. A few notes about the
 patch:

  * Is there a reason to let the signal-callbacks change the value of
 'who'?
  * I think it's better to have blocked-im-msg and blocked-chat-invite,
 instead of the same signal for both.

 If no one objects, I will commit this (with the above mentioned changes)
 for 2.5.0.
