A bug was reported on launchpad at:

Where if the characters  are anywhere in an ICQ message that message
fails to be received by a recipient.
For Example one user would see:
bobs_friend: Hi!
user_bob: Hey whats up! 
user_bob: Nice day!
A friend would see:
bobs_friend: Hi!
user_bob:
user_bob: Nice Day!
I admit this is fairly minor in scope, but could possibly be a minor
example of a more important flaw like failing to properly escape special
characters in a message. Or this could be a feature of ICQ and not a bug
and I just didn't manage to find where it was written down.
