 I have a gif as my buddy icon, with portions that have transparency.  I
 have the same icon set for other accounts (Yahoo, gtalk) from the status
 changer buddy icon, but  this doesn't go away when I select the avatar
 again in the account preferences.  This is seen across the network--a
 buddy pointed it out to me.

 The same icon renders with a white background for the other protocols.

 I haven't tried it with another gif, so I'll attach mine in case there's
 something screwy with it.

 Using Windows Vista, pidgin 2.4.2, can't say for sure that it was
 introduced in this release, but I don't recall seeing this before--and the
 buddy icon has rendered with a white background for years.
