 The patch updates the perl bindings to reflect cipher.h, util.h

  * added a few bindings
  * Package->new() can be used in most places
  * where a length argument is needed, it's taken from the SV*
  * when a length is returned, it's used to create an SV*
  * made bindings which needed buffers in Cipher.xs actually work...
  * functions that return values through pointers, return a list in perl
