 With the next version of pidgin (likely 2.5.0) it will be possible to set
 and remove custom buddy icons for buddies via right-clicking the buddy
 list entry for them. This will work regardless of whether they have an
 icon already or not.

 As to the specific issue in this ticket, while I understand the potential
 confusion that the lack of the menu in the conversation window might
 generate, I think the requirement to have an empty icon location present
 even when no buddy icon exists is likely to be more annoying to more
 people (and with the new right-click options I'm less concerned about this
 not being findable).
