Comment:

 If you mean can you put all online buddies in one group and all offline
 buddies in another group, then no you can't.

 If you mean can you look at and organize buddies who happen to be offline
 around in your buddy list, then yes you can, you just need to turn the
 Buddies->Show->Offline Buddies option on.
