 I'm not sure what version this started with, but in both 2.5.1 and 2.5.2
 (tested on Fedora 9 and Ubuntu 8.10) new IM windows always start
 minimized. This is extremely annoying.

 The only way I could find to give the IM window focus was to enable the
 Message Notification plugin and check "Present conversation window" -- but
 this raises the window every time you get an IM in the same window. Note
 that there is also an option, "Raise conversation window," which doesn't
 seem to do anything.
