Comment:

 Gnome has changed the strengths and defaults of their focus prevention
 code a number of times over the years, it has caused us no end of
 annoyance.

 Actually the plugin doesn't bring the window up, it just asks
 metacity/Gnome to do so, but when it does so the window already exists and
 as such is subject to different focus policies (or so is my current
 understanding of things, I haven't looked at them in a little while). As
 such the plugin is about the only override for this sort of thing that we
 are ever going to implement. It would be possible to modify the plugin to
 only raise on new conversations as opposed to on all messages, but it
 isn't something I think has merit other than to work around what I
 consider a broken environment and as such isn't something I am going to
 write or accept patches for.
