 What, specifically, are you trying to address by moving the Help menu?
 What's the harm in it getting cut off? Are people using those items often?

 What about this: 1) Move Buddy Pounces to the buddies menu, renaming to
 "Pounces". 2) Optionally, remove the Room List. 3) Move the Debug Window
 to Tools. 4) Leave the Help menu as is, letting it get cut-off in really
 thin buddy lists.
