Comment:

 You (or some program) must have removed the previous GTK+ installation
 without actually uninstalling it.

 There are some stray registry keys that are confusing the installer.

 If you delete the HKEY_LOCAL_MACHINE\Software\GTK\2.0 registry key, you
 should be able to run the installer successfully.
