 That can't be done reliably... 1) Not all networks have a memoserv (or may
 name it differently or use different syntax). 2) I'm not sure that we have
 a way to correlate the outgoing message with the error that comes back.

 If you (or someone else reading this ticket) really wants this, I'd
 recommend you look at doing it as part of IRC Helper on specific networks.
 You could start with doing it for buddies only, where we'd already know if
 they were offline.
