Comment:

 On a number of protocols a buddy can be on your list more than once, so
 adding the buddy a second time is not at all the same as moving an
 existing instance of a buddy.

 Additionally, I think it would be decidedly odd (when adding a new buddy)
 to see a dropdown listing buddies you have already added.

 For moving buddies around in the buddy list I'm not really sure how this
 is easier than simple dragging and dropping or right-clicking and hitting
 Move To->GroupName.

 In short I'm still not sure what the use case for this is that isn't
 better served by existing methods and not at all convinced that this won't
 be entirely confusing for many people.
