Comment:

 Global shortcut keys really aren't things I think applications should be
 setting up. If you want such a shortcut key and have a version of pidgin
 built with dbus support the purple-send script can be used to tell pidgin
 to open that dialog (by using the purple_blist_request_add_buddy
 function). Additionally, any C plugin can likely add a global binding
 itself if it wanted to.
