New description:

 I'm using IRC (quakenet) and operating a channel. To see what user modes
 are set for the channel I use the command "CHANLEV #channel"... this gives
 me a list which has a total count of 9 but only 8 users are showing. I
 confirmed this with Quakenet-Staff and they see 9 users in that list, so
 they were suggesting that my client is dropping a line for whatever
 reason. The user can be accessed by a direct call though, so the
 information is in fact there...

 The output of the list doesn't really help, if we don't know what it's
 supposed to say.

 The most helpful thing you can do is take a packet dump of your IRC
 connection (using, say, WireShark) and provide me with the TCP data trace
 for that request, as well as the display from your Pidgin client.  That
 will help me determine what Pidgin might be misunderstanding (if
 anything).

 Please don't link to nopastes, use quote blocks for short snippets and
 attachments for long snippets; nopastes generally time out their
 attachments, and we want the data to remain viable as long as the bug
 report does.  I have adjusted the description accordingly.
