New description:

 Right, well it now seems that the problem has gone away.

 I think this might have been connected with the change allowing the proxy
 to be used when defined in the Windows networking setup.

 It fired the first time I ran 2.5.1 but after that each restart does not
 show the notification any more.

 Sorry for the noise, I'll close this now.
