Comment:

 The About dialog is set as a transient child of the Buddy List, which is
 causing Windows to want to center it. On my machine here at work Windows
 XP seems to be able to correctly have the window avoid overlapping the
 split between my two displays and to avoid having it run off the right
 side of my right-most display, but is unable to prevent it from running
 off the left side of my left-most display. (The Add Buddy and Add Chat
 dialogs are likewise set as transient to the buddy list window, there may
 be more those are the ones I could find quickly.)

 The Accounts window is not set as a transient of the Buddy List and so
 should not cause Windows to attempt to center it.

 Given that, I still think this is a Windows window placement policy
 decision/issue and not something we should be working around.
