 I've trimmed the debug log down to the relevant portions.

 What is happening here is that there appears to be no global proxy
 specified, but the request to check for a new release on the Pidgin
 website is being intercepted by a proxy server on your end and disallowed.
 The release notification plugin doesn't read the HTTP response code - I'm
 fixing it to do so.

 Do you have a proxy specified in IE?

 Do you need to use a proxy for HTTP data?
