 I found a simple workaround for this if you have access to a Windows
 machine:
 I downloaded and installed Windows Live Messenger and then went:

 Tools->Options->Privacy

 Sure enough, one contact was in both the allow AND the block list. (I am
 thinking this may have been result of a spam exploit of windows live
 messenger. I had blocked this contact once, and they added themselves
 again??).

 I moved the duplicate to the block list, applied, verified the contact was
 no longer in the allow list, and then closed down live messenger.

 I started pidgin back up and it ran without issue.
